Municipal Top-Ups

A growing number of local governments in BC are offering top-up rebates (municipal top-ups) to the CleanBC Better Homes and Home Renovation Rebate Program.

Important: Municipal top-up rebates are limited, subject to funding availability, and approved on a first-come, first-served basis. Due to program volumes, we cannot guarantee municipal top-ups will be available to homeowners.

How to apply

There is no additional application required for the municipal top-up offers. Your eligibility is automatically assessed when you submit a CleanBC Better Homes and Home Renovation Rebate application for the applicable rebates. Convert to Electric Heat Pump Space Heating Top-up

  • Participants that switch from a fossil fuel (oil, natural gas or propane) space heating system to an electric air source heat pump (including mini-splits, multi-splits, central, air-to-water, and combination space & water systems) are eligible for either a $350 or $2,000 top-up rebate.
  • These top-ups are in addition to the individual rebates and the Home Energy Improvement Bonus rebate.

$4,000 Heat Pump Top-Up in City of Vancouver — Fully Subscribed

  • The City of Vancouver is offering a $4,000 top-up for homeowners that remove their fossil fuel (oil, natural gas or propane) space heating system and install an all-electric Tier 2 central ducted heat pump system, ductless mini-split heat pump, ductless multi-split heat pump, air-to-water heat pump or combination space and water heat pump.
  • Effective April 1, 2023, heat pumps with fossil fuel back-up (dual fuel ducted heat pumps) are ineligible for the Vancouver heat pump top-up. Dual fuel ducted heat pumps installed on or before March 31, 2023 will receive a $2,000 top-up.

Electric Service Upgrade Top-up

  • Participants that switch from a fossil fuel (oil, natural gas or propane) space or water heating system to an electric air-source heat pump (including ductless mini-splits, ductless multi-splits, central ducted, air-to-water and combination space and water heat pumps) or air source heat pump water heater are eligible for either a $500 or $1,500 top-up rebate when upgrading the electrical service.
  • These top-ups are in addition to the individual rebate.

Convert to Electric Heat Pump Water Heater Top-up

  • Participants that switch from a fossil fuel (oil, natural gas or propane) water heating system to an electric heat pump water heater are eligible for either a $350 or $1,000 top-up rebate.
  • These top-ups are in addition to the individual rebates and the Home Energy Improvement Bonus rebate.
