Energy Savings Program Condo and Apartment Rebate
Space heating is the largest use of energy in most homes. A properly installed heat pump is two to three times more efficient than other alternatives, with the added benefit that it both heats and cools your space. Heating your water also uses a lot of energy. A heat pump water heater is the most efficient way to heat your water with electricity.
Based on your household income, the Energy Savings Program Condo and Apartment Rebate covers up to $5,000 to help you switch to an electric heat pump and $3,500 for a heat pump water heater.

B.C. citizens who live in an eligible home, meet income qualification requirements, and have residential utility accounts with BC Hydro, FortisBC, or municipal utility

The application and supporting documentation must be submitted by the program registered contractor within six (6) months of the invoice date
Qualifying products:
Upgrades must be installed by a program registered contractor.
- Heat pumps must be on the BC Hydro qualified product list
- Heat pump water heaters must be on the qualified product list (Tier 2, 3, or 4)

Eligibility requirements
To qualify for this rebate, all the following requirements must be met. Please read them carefully.
Individual rebates are not available for buildings with central furnace or boiler heating. See BC Hydro’s multi-unit residential building program for whole building retrofit options.
Income qualification requirements
Rebate coverage is based on the combined income of all adults in your home and how many people live in your home, including adults and children.

ESP condo and apartment rebates are available to participants in ESP income levels 1 and 2. If your income is higher than this, you may be eligible for BC Hydro’s Condo and Apartment Rebate Program.
Requirements for the home
You must live in an eligible home:
- Your home must be a year-round primary residence that is at least 12 months old.
- Your home must be an apartment or suite in one of the following types of multi-unit residential buildings (for other home types, please go back to the Energy Savings Program main page):
- Apartment building up to 6 storeys, including market rental, strata condominium and equity co-op buildings. Also including units in mixed-use buildings with one or more rental or strata condominium residential suites. Eligible buildings must have:
- Shared common area lighting and heating
- Shared hallways or elevator
- Stacked townhome buildings with one unit stacked above another. Each unit has its own front entrance and there are no shared internal corridors.
- Multiplex residential buildings with six or more units. Each unit has its own front entrance and there are no shared internal corridors.
- Apartment building up to 6 storeys, including market rental, strata condominium and equity co-op buildings. Also including units in mixed-use buildings with one or more rental or strata condominium residential suites. Eligible buildings must have:
- Your home must have a current assessed value at or under $772,000 on BC Assessment.
- You must have a residential utility account with FortisBC, BC Hydro, or a municipal utility.
- The electricity account must be in your name, or in the name of someone in your household. Electricity accounts in the name of a strata corporation or landlord are not eligible.
- Your home must be primarily heated by electricity (hard-wired electric heating systems such as electric baseboards, radiant ceilings, or radiant floors).
- Additional forms required with your application:
- If you live in a strata or equity co-op unit, you will need to complete a Strata Corporation or Equity Co-Op Consent Form [396KB]
- If you currently rent your home, you will need a Landlord Consent Form [318KB PDF]
- If you currently rent a strata unit, you will need to complete both of the above forms
Requirements for the upgrade
- You must pre-register and receive an eligibility code before completing the upgrade.
- The new heat pump must:
- Replace the existing primary heating system (a primary heating system must have the capacity to heat a minimum of 50% of the home for the entire heating season to 21°C).
- Replace an existing hard-wired electric heating system (e.g. electric baseboards, radiant ceilings, radiant floors, or forced-air furnace).
- Meet or exceed SEER ≥ 16.0, HSPF ≥ 10.0 (Region IV) or SEER2 ≥ 15.2, HSPF2 ≥ 8.5 (Region IV).
- Be sized to function as the primary heating system of the home.
- Have a variable speed compressor.
- Serve a main living area (e.g. living room, or open-concept kitchen-living room).
- Provide 100% of the heat load requirements for the area served by the heat pump, down to -5°C design temperature. The existing hard-wired electric heating system must be disconnected unless it is needed to supplement the heat pump to maintain an indoor air temperature greater than 22°C in all living spaces during winter temperatures.
- Have an AHRI certified reference number that references all components of the heat pump.
- Be listed as a qualified system on the qualified heat pump product list for B.C.
- The new heat pump water heater must:
- Be listed as Tier 2, 3 or 4 on NEEA’s Advanced Water Heater Specification Qualified Products List for Heat Pump Water Heaters [PDF].
- Replace an existing hard-wired electric resistance hot water heater.
- Have electric back-up or supplemental electric heating, if applicable.
- Be installed with appropriate venting so as not to create unwanted cold spots.

Before you begin

- Strata resource: Navigating the heat pump approval process with your strata.
- Complete the ESP pre-screening and pre-registration on the CleanBC Energy Savings Program participant portal. Once your registration is reviewed and confirmed, you will receive an eligibility code and an opportunities report that outlines your suggested upgrades. You can also make an appointment with an Energy Savings Program Specialist for pre-registration assistance or support to identify the best upgrades for your home.
- Choose a program registered contractor to complete your approved upgrades.
- Contractors interested in becoming registered in the Energy Savings Program can contact ESPContractorSupport@CLEAResult.com or visit the contractor portal.
- After completing the upgrade, contractor will submit the rebate application and deduct the rebate from the final cost of the upgrade.
